Biography
Leo J. Titus, Jr., P.E. is Chief Operating Officer of ECS, Ltd. The company is one of the nation’s leading geotechnical engineering, environmental consulting, construction materials testing and facilities engineering firms. Mr. Titus joined ECS in 1997 and has more than 30 years of experience in geotechnical engineering and Special Inspection.
Since 1991, Mr. Titus has been involved with subsurface exploration programs in a wide variety of geologic environments including Coastal Plain, Piedmont and Triassic Basin and Mountain Valley Karst. Additionally, Mr. Titus has extensive experience managing construction testing services and code required Special Inspection on industrial, commercial and residential projects in the private and public sectors.
Mr. Titus is very active serving in leadership roles for industry and charitable organizations, including The Geoprofessional Business Association (GBA); WACEL (an association of geotechnical and construction firms); the American Society of Engineers; The Builder’s Foundation (a Loudoun County, VA., based charitable organization); and the Committee for Dulles Community Outreach.
Led by his passionate interest in education, Mr. Titus is a regular guest lecturer on multiple subjects at several universities, high schools and elementary schools. He has also volunteered time teaching civil engineering principles as part of a STEM education program with local kindergarteners in Northern Virginia since 2012.
Mr. Titus was a member of Fairfax County’s Urban Search and Rescue team (VA-TF1) for 11 years and was deployed as part of the search, rescue and recovery mission at the Pentagon on September 11, 2001. That same year, he received the award for “Outstanding Contributions by a Civilian Member” by the Washington, D.C. post of the Society of American Military Engineers.
Mr. Titus and his family have been major fundraisers for the Susan G. Komen Foundation’s National Race for the Cure. Since 2004, the Titus family has raised over $300,000 to support breast cancer research and early detection programs for underserved communities.
